Update via alpha in the comments: "I think that book is actually about radio and other related circuits. I was at my local University Library and that book caught my eye. I doubt it's about synths. Here is a link to the library where it was available. It was listed under the subjects:
Citizens band radio--Equipment and supplies
Phase-locked loops. I'm always looking for old books about analog synths. Even old patchbooks would be cool. "

  2. Yes, phase-locked loops are a method of making RF circuits that are digitally controllable. Almost every AM/FM radio anymore is PLL-based.
