Aynone know who makes the converter?

Update via Doug in the comments: "I'm pretty sure that's the "MIDI arpeggio synchronizer" from www.dinsync.com.

It's not a MIDI to CV converter, it spits out a MIDI synchronized clock for the arpeggiator on the Juno 6."
