For what it's worth that's a cutting mat. Designers who work with paper put them on their table work areas. That way you can line up cut and paper with an X-acto knife and a metal ruler and not leave cut marks all over the table.
Hmmm I guess if you work with white string you can really get some pretend oscilloscope action going.
