According to modulargrid: "Oberheim blessed SEM Voltage Controlled Filter pcb by Jeff Farr. Panel design by Clarke Robinson (clarke68)."
Side note: I created new Clarke Robinson, Jeff Farr, SynthCube & David Ingebretsen channel labels. David does not appear to be involved in this design, however I found him looking up Clarke Robinson in previous posts and decided to create a channel for him. David Ingebretsen is the man behind the new Steiner Synthasystem. He worked with Nyle Steiner on recreating the modules for the new system.
